Public Presentation/Unveiling Of The Master Plan Of The Lagos Energy City, Badagry
Feb 23, 2008 - It is with immense excitement and high expectation that I welcome you all to this auspicious occasion of the public presentation and the unveiling of the master plan of the Lagos Energy City project to be located in Badagry. I congratulate the wonderful and winning team behind this initiative which is coming three months after I declared open the International Workshop on Public-Private Partnership in Lagos on November 5, 2007.
The workshop was conceived as a major platform towards making Lagos State a model for Africa in terms of Public-Private Participation for infrastructural development and the provision of service delivery to our people.
Like I stated at that epoch making workshop that attracted participants from America, Europe, Asia and Africa, the expectation of our people for peace, progress, prosperity and security is such that can only come through the radical modernization of our existing infrastructure. As you are aware, Lagos State has achieved the status of the first megalopolis in Africa and the third growing Mega-city in the world with a projected population of 25 million by year 2015.
I dare say that with the phenomenal growth of Lagos will come the demand for infrastructural development, security, employment generation, provision of affordable housing, neighbourhood upgrading development, refuse collection and management. These and many other challenges have been of major concern to us and have largely informed our policy and programme development and implementation strategies.
We are however undaunted. We are a government of possibilities. Lagos has the potentials to be the ideal African city with all the facilities and opportunities to create and sustain a modern vibrant society for its residents.
What we are gathered here to witness today is not only one of the fruits of that timely and well attended workshop but also a vindication of our initiative and a support of our vision to make Lagos great again. We are happy that one of the areas for huge return on investment highlighted during the International workshop was the Badagry Corridor with its serene beaches, ancient historical monuments and rich cultural traditions, which is a prime destination for tourism, hospitality and entertainment in Africa.
This N180billion project is a private initiative in collaboration with the Lagos State Government which will be cited on a 170-hectares land and will generate 130 megawatts of electricity. This is an independent power project which will incorporate alternative power sources and specifically designed to preserve the ecosystem of Badagry. With its serene beaches, ancient historical monuments and rich cultural traditions, the Badagry Corridor is a prime destination for tourism, hospitality and entertainment in Africa. The project is the last statement on leisure while you work.
Supra Energy and Power City Limited, concessionaries of the project and the project designers, the award winning Singaporean Design consortium, Whiz Associate Pte Limited and Siam Design Consortium are in for a big deal, a profitable venture.
The Master Plan comprising designs for zones 1 and 2, which will be executed in stages are aimed to redevelop the coast of Badagry into a regional destination in the convention and tourist markets and strengthen Nigeria’s position as a global energy player in the ranks of other global energy hubs such as Houston, Quatar , Singapore, and Calgary
In addition, zone 2 will include world class designed of houses, apartments, and town houses that will all be designed to make efficient use of the national environment.
With a 130 megawatts power station, uninterrupted power to the energy city on record time is guaranteed. To demonstrate our total commitment to the success of the project, we have established a special committee under the leadership of Her Excellency, the Deputy Governor of Lagos State, Mrs. Sarah Adebisi Sosan, who has since explored all avenues to ensure a hitch-free take-off of the project. Besides, the stakeholders have equally sought and got the assurances and cooperation of the communities, to be shareholders in the project in the near future.
Ladies and Gentlemen, it is expected that on completion, this Energy City would be the biggest energy project in Africa and would be energy efficient and serve the community in many countless numbers of ways. This is a project that will develop the country as well as the oil and gas sector in particular, and contribute significantly to the welfare of the people.
As the first integrated energy hub in the region, it will also enhance investments in Nigeria and increase the country’s ability to attract critical revenue from the energy sector.
Interestingly, it goes without saying that its close proximity to the proposed 10-lane Lagos-Badagry will further enhance regional development. Most importantly, it is expected that about 2000 jobs would be on offer besides other attractive opportunities.
I wish to note however that the Government will not tolerate any claims to land ownership after the community has agreed to host this project. Already, we have had prolonged meeting with all the leaders of note in the host communities and they have expressed their desire and willingness to extend their cooperation and understanding to all stakeholders. I want to assure you that our administration will guarantee maximum security of life and property in Badagry and its environs.
At this juncture, I wish to express my appreciation to project promoters, designers and financiers, respectively, Supra Energy and Power limited under the Chairmanship of Mrs. Amina Oyagbola, Whiz Associate Pte Limited and Slam Design Consortium; Transglobal Energy Funds and last but not the least Zenith Bank which has over the years remained a strong and dependable partner in progress.
Distinguished Guests, Ladies and Gentlemen, you are all witnesses to this new beginning of yet another milestone in our historic mission of dealing a decisive blow against urban decay and take Lagos State to the land of our dreams.
I plead for the understanding of all our local and international partners, friends, well-wishers, all stakeholders, and the generality of the people of Lagos State in our resolve to transforming Lagos to become the economic destination of Africa. It is a journey which we must all support with every fibre of our being. Where there is a will there is a way.
It is not a task for government alone we must collaborate to actualize the Lagos of our collective dream.
It is therefore, with pleasure that I unveil the Lagos Energy City Project to the glory of God, the benefit of the good people of Lagos State and Nigeria.
